Subjective Risk Distribution and Support for Redistribution Policy in Korea

Abstract

|
The purpose of this study is to analyze subjective risk distribution in South Korea and to examine its relation to the degree of support for redistribution policy. To this end, by employing data from the 2013 Korean General Social Survey (KGSS)¡¯s special theme module for a research on risk society, this study uses Kernel Density Estimation to draw the shape of subjective risk distribution and the relationship with the degree of support for redistribution policy. The analysis results are as follows. First, there is a left-skewed distribution where there are a large number of people whose subjective risk awareness level is significantly high and thereby belong to high-risk group, in which people are likely to show a high degree of support for redistribution policy. Secondly, there are differences in the nature of the risk distribution among the risk types. Aging anxiety and housing insecurity are the risks that most people felt serious about, whereas family dissolution is deemed relatively less critical. Thirdly, regarding subjective perception, it is found that Koreans more seriously perceive about the extent to which Korean society is exposed to risk in general than about the potential risks that happen to individual. Lastly, There were little consistent difference on support for the government¡¯s redistribution policy among the income/risk groups. These results suggests that there could exist a strong support for the expansion of social security and especially the universal welfare in Korea.
